To run OCR on a PDF without uploading anything, use a tool that runs entirely in your browser. A local copy of the Tesseract engine, downloaded once as code, reads the scan on your device and writes the text layer there too. It is free, needs no account, and adds no watermark.

Your document is read and written by the page on your own device; there is no document-upload endpoint in the core tools, no account, no watermark and no daily cap.
