How to rotate PDF pages in your browser (and make it stick)
To rotate PDF pages without uploading anything, use a tool that runs entirely in your browser. The page rotation flags are rewritten inside the file on your device — a one-second structural edit, no server round-trip. It is free, needs no account, and adds no watermark.

UnboundPDF is a free suite of 53 PDF and image tools that run entirely in your browser — merge, split, compress, edit text, OCR in 126 languages, redact, sign, convert and archive to PDF/A. Your document is read and written by the page on your own device; there is no document-upload endpoint in the core tools, no account, no watermark and no daily cap. Every result can be checked — with the Network tab, or with the Document Passport the Workspace writes for a chain of steps.
Rotate PDF pages privately: why it matters
Sideways pages are usually scans, and scans are usually personal. Fixing a 90-degree turn is a one-line change to the file's structure — there is no reason it should require sending the document to anyone. UnboundPDF rewrites it locally.
Steps
- Open the Rotate PDF pages tool.
- Drop your PDF in — it is read on your device, not sent anywhere.
- Run the operation. Everything happens locally.
- Download the result from your own machine.
How to prove it yourself
Do not take our word for it. Rotate with DevTools' Network tab open: no request carries the document. The Privacy Lab explains the full check.
Rotate one page, some pages, or all of them
A sideways scan, an upside-down page in the middle of a bundle, landscape photos in a portrait report: turn a single page, a selection, or every page by 90°, 180° or 270°. The rotation is written into the PDF itself, so Acrobat, Preview, Chrome and phone readers all open it the right way up — unlike the view-only rotate button in a reader, which forgets as soon as you close the file.
Why the rotation does not cost quality
Rotating a PDF page sets the page’s rotation attribute; the content is not re-drawn or re-compressed. A scan rotated four times is byte-for-byte the same scan. That is also why it is fast on a phone with a 200-page document: there is nothing to recompute.
When rotating is not enough
If a page is slightly crooked rather than sideways — a scan fed at an angle — rotation in 90° steps will not fix it; Deskew PDF measures the skew and straightens it. If pages are in the wrong order, Organize PDF lets you drag them into place and delete blanks in the same pass.
Frequently asked questions
How do I rotate a PDF permanently, not just in the viewer?
Use Rotate PDF and download the result. The rotation is written into the file, so every reader opens the pages the right way up. A viewer’s rotate button only changes the on-screen view.
Can I rotate just one page of a PDF?
Yes. Select the page (or pages) in the thumbnails and rotate only those; the rest stay as they are.
Does rotating reduce the quality of scans?
No. Rotation sets the page’s rotation attribute; the page content is not re-rendered or re-compressed.
My scan is slightly crooked, not sideways — what then?
Use Deskew PDF. It measures the angle of each page and straightens it; 90° rotation cannot fix a small tilt.
