Why two steps
The size tool paints the required background colour behind the photo, so on an opaque photo of you in front of a bookshelf nothing changes. Remove the background first and the colour shows through. Two honest tools rather than one that hides a step.
Taking the photo
Plain wall, even light from the front, eyes level, neutral expression, phone held at eye height a metre away. The background remover is built for people and handles hair best where the contrast is good; a dark top against a light wall helps.
Cropping to the rule
Pick the preset — ICAO 35 × 45 for the UK and EU, 2 × 2 in for the US, 33 × 48 for China, India's 35 × 45 or 51 × 51 — and move the photo until the chin meets the lower line and the crown sits inside the upper band. The saved file carries its DPI so a kiosk reads 300 or 600 from the file.
What this does not do
It does not check acceptance. Glasses, smiles and shadows are judged by the office; the tool guarantees the size, the resolution and the head band for the preset.
Troubleshooting
Edges look rough. Retake with more contrast between hair and wall. The head will not fit the band. Retake from further away. The print came out the wrong size. Print at 100%, not "fit to page".

No. Both tools run in your browser; the background model downloads once as program code.
Which background colour?
White or off-white for most countries; the preset suggests the rule's colour.
Can I print at home?
Yes — the 4 × 6 in or A4 sheet has cut marks; print at 100%.
